Footnotes and info:
Prices can be flexible in #2 and I can readjust unless I say I cannot beat their price. However, I can at least beat their transfer fee costs. I will verify that your quote is honest.
 
Regarding #4 you must pay 20% or $60 deposit collateral, whichever is higher before I place the order. Payment to be made digitally or most preferably in-person cash. You can pay the full subtotal all at once if you'd like to. This is to ensure nobody cancels their order after the order has been processed.
 
Regarding #4 I also do 3rd party slide optics milling and slide porting, 3rd party cerakoting, 3rd party iron sight swapping, in-house trigger spring tuning for competition or combat triggers but that can be discussed at a later time
 
Regarding #4 your order should reach at least $500 or more or you will have to pay an extra shipping cost. Sometimes an order exceeding that amount will still trigger small order fees as I use multiple firearm suppliers. Your options would then be one of the following:
- Pay the additional costs if you do not want to wait
- Buy more things
- Pooling an order with a friend so I can process both orders at once and divide them on arrival
- Choose to wait so that your order can be combined with a different unrelated customer's order to avoid small order fees. This option means your deposit collateral is fully refundable because I can easily cancel your portion of the order if you contact me ASAP.
 
Regarding #1 you do not have to order exclusively a firearm because optics, red dots, magnifiers, ammo can also be ordered.

Buybacks

There are certain guns I will buyback.  The gun must not be stolen and must have a serial.  You must provide a valid ID for me to accept it so it can be logged.  I do not take broken guns or guns with missing parts.  There are some guns that simply do not have enough value to buy back unfortunately and this is usually all guns chambered in 22lr and most but not all antique shotguns.  The caliber is generally somewhere near the serial number of the gun.  If you don't know what it is and do want to sell or get rid of it, take a full frame picture of the gun while it's on the floor, and another closeup picture of the text and serial that you see stamped into the gun. In the email include the price you are hoping to sell it to me for.

This program is intended only for people that have no interest in firearms, or want to quickly get rid of their inherited firearms estate.  It is very common for a spouse or child to want to get rid of a parent's, grandparent's, spouse's firearms collection.  Some people simply hate guns and don't want it sitting around in their house in fear of it getting stolen by home burglars or such.  Rest assured, if this is a major concern for you, the guns will always be formally logged and recorded as leaving your possession for the ATF and police.

Below are example of the types of guns I do not accept and the types of guns I may be open to accepting.  I also take unwanted ammo and I'll just need a picture of the primer area or the box so I know what it is. As I'm an 07 FFL, I can accept all types of firearms even the ones banned from transfer in Washington state due to RCW exceptions for FFL holders.

If you do not know if your firearm is a 22lr or 12 gauge single shot, and the firearm appears functional and complete with no missing wood or parts.  Go ahead and send me a picture and I'll let you know if I'd like more photos or details.  This service is primarily for locals.

Out of state sellers would have to contact their local FFL that will agree to facilitate your the transaction between Seattle Public Police Firearms Transfers and Buyback and you, with a local FFL from your state as sender and facilitator to make sure the money and firearm is exchanged properly.

First Time Buying A Firearm in Washington State? Including Seattle

Here are the steps to purchase your first firearm

Eligibility

  1. You cannot have a felony record.  Exception only for people who have gone through the court process of restoring rights with all document copies.
  2. Must have ID/driver's license:
    1.  Out of state ID is okay for long guns and receivers only if your state allows it
    2. WA state identity is required for all handguns and you must be at least 21 years old.  This is federal law
      1. Washington residents can only buy traditional handgun shapes and manual action long guns due to state bans.  You cannot buy ar receivers, etc using your WA id.
  3. Be able to answer all 4473 questions by yourself without any help.  It is illegal to get help answering it. See ATF 4473 questions below.  Lying on the form can result in prison time.  This is all done in-person.
  4.  Proceed to next section if you can meet all requirements


Buying

  1. Contact me at swswimwall206@gmail.com if you are looking to buy a new production gun. Provide the "upc" and best price you have found for it.  I can try to give you a better deal.  Include the shipping cost the store charges you. [example $500gun + $20ship]. Name and model of the gun is okay too but the problem is there might be a ton of magazine, color, iron sights, slide milling options all on the same gun model so it will create a big list.
    1. optional:  ask me about extra 10rd magazines, range ammo, defense ammo if you have decided to use me to order your firearm
    2. Ideally you need to order above $500 or combine your order with a friend's item because otherwise my supplier will charge small order fees and shipping costs for small orders (maybe $30 for small order fees?).  If you are willing to wait, I can wait until another customer orders something and hopefully the checkout cart will be above $500 to help you save a bit more.
  2. If you are buying a used gun or I am unable to beat your price...go to your gun website after you have confirmed that they are an authentic seller/retailer and proceed to checkout (credit card recommended for buying protections) and after inputting your own info details, select me as your chosen FFL to receive your firearm.  Do not mess this part up, it's the most important part to make sure all your info is correct and that you chose me as your FFL
    1.   My FFL will appear on your retailer's checkout lookup as Li, Jason 07 manufacturer FFL in the 98144 zip code area, but it may also appear as my trade name, Seattle Police Public Firearms Transfers and Buyback.  Here is a copy of my license allowed for distributing to any place you are shopping from, including private sellers from out of state.  The place you are purchasing from may need to see this image if they don't have me on in their checkout database.

  3. There is no need to contact me until you have confirmed that it has completed delivery to my location on the shipping tracker and want to notify me to secure it inside (optional).  Do not contact me until you want to begin the 4473 form or you may notify me if you are worried about your gun and you have 100% delivery confirmation and I'll bring it in ASAP
  4. Now that your firearm has arrived you can tell me the date and time you intend to arrive to fill out the 4473 paperwork in-person.  I'll try to contact the info on your package details too.  My location is a brick house on the corner, you are at the right place if you see that
    1. WA residents go through WSP/Sheriff's background check system.  
    2. Out of state residents go through the federal NICS background check system.  
    3. Pay background check and transfer fees and sales tax.  I will beat any WA FFL's total fees and discount policies as long as they aren't a FFL several hours away from the address listed on your ID.  I will beat any WA FFL's pricing that you find.
  5. Wait 10 business days (3 weeks) for your approval, NICS eligible people will have a shorter wait time.
  6. Magazines above 10 round capacity must be mailed out of state to an eligible state or seized by me.  I may pin mags down to 10 rounds for an additional charge in future

  1. I offer lighter trigger services/ heavier trigger kit swapping for your firearm as a 07 manufacturer FFL
  2. I have 3rd party slide milling for red dot optics.  
  3. 3rd party slide/pistol frame refinishing with several color options
  4. Washington State requires nearly all transfers to be done with a background check at an FFL.  This process is essentially your firearm "registration." it cannot be called a registration literally by the states, but it essentially is a registration that the ATF keeps track of.  You do not keep track of it, the ATF does.  If you ever want to buy or sell or gift a firearm you will probably need it to go through me
  5. I can ship out your firearms out of state and do have a shipping discount available that will beat retail shipping prices.
